  2. In a pan heat 2Tbs oil and add mince meat. Brown.
  3. Add the onions, peppers, parsley, spice and salt. Stir continuously to stop from sticking.
  4. Cook until tender and add the knorr rich beef and tomato soup. Add water and cook a few minutes.Set aside.
  5. In a small pot melt butter,add flour and stir. Cook until it forms a paste and start adding milk bit by bit vigorously stirring to avoid lumps.
  6. Stir in the grated cheese and set aside. Add the cooked macaroni and fold into the sauce.
  7. Preheat oven to 180degrees.Butter casserole dish and start layering starting with the mince next macaroni/mince /macaroni.
